The stone, almost certainly from some city construction work, was reinstated here in 1974.
What the inscription G.V.:S.V.P could mean is unknown. The last letter could be the P of Posuit, which means as much as: laid or placed by.
By comparison: the commemorative stone in the Cellebroeders chapel has the inscription B.H.K.P., which should be read as Brother Hendrik Kerkhofs Posuit.
Unless S.V.P. is an abbreviation of some formula, which was used when laying the foundation stone, G.V. and S.V. could have originally placed the stone. In that case the colon keeps the two initials separate.

The city star on buildings commissioned by the city was more than just an ornament. It was mainly a mark of ownership: this belongs to us, to the city.
